What You Need to Know


Whether you’re cruising inland waters or venturing offshore, every boat in South Africa must have a valid Certificate of Fitness (COF). Issued by SAMSA or an authorized agency, the COF ensures your vessel meets safety and seaworthiness standards. Here’s a practical breakdown of what you need to get and maintain your COF:

Renewal Frequency

  • COF must be renewed annually.

Inspection Process

  • Conducted by an authorized inspector or agency.
  • Includes hull condition, fittings, and safety equipment checks.

Required Documents

  • Proof of ownership (e.g. trailer registration).
  • Previous COF (if applicable).
  • Valid buoyancy certificate.
  • Skipper’s license.
  • ID or passport.

Safety Equipment (Varies by Category)

  • Life jackets with whistle, reflector strips, and boat ID.
  • Navigation lights.
  • Fire extinguishers.
  • Sea anchor with hawser and tripping line.
  • Emergency steering (if no tiller arm).
  • Operational kill switch for each motor.

Buoyancy Requirements

  • Cat R (inland): Minimum 30% buoyancy.
  • Cat E (1nm offshore): Minimum 60% buoyancy with crew effect included.

Capsize Bottle

  • Required for Cat E to A vessels.
  • Stores flares, COF, COC, buoyancy certificate, and emergency items.

Flag Signals

  • Red flag for skiing.
  • “A” flag (white/blue) for divers.
  • “V” flag (white with red cross) for distress.

Fuel Tank Standards

  • Only approved steel, stainless steel, or HDPF plastic tanks allowed.

Radio Requirements

  • Cat E: 29MHz radio.
