Skipper Certification Requirements in South Africa


In accordance with the regulations set forth by the South African Maritime Safety Authority (SAMSA), all individuals operating pleasure vessels must hold a valid Small Vessel Certificate of Competence (CoC). This requirement applies to:


• ⛵ Sailing vessels with an overall length of 9 meters or more
• 🚤 Power-driven vessels equipped with engines producing more than 15 horsepower (HP)


This certification is mandatory for skippers navigating on rivers, dams, or coastal waters, regardless of whether the vessel is used recreationally or privately. The Small Vessel CoC ensures that skippers possess the necessary knowledge, skills, and seamanship to operate safely and responsibly within South African waters.

To qualify for a Skipper’s License (Certificate of Competence), you must:
• Be at least 16 years old
• Provide four passport or ID photos
• Submit a valid medical certificate
• Log a minimum of 50 hours of boating experience
This can be on dams, rivers, or the sea.
• Pass a SAMSA-approved exam – Includes both theory and practical components.
• Attend a training course – Typically 2–5 days, depending on the provider. While optional, it’s highly recommended.
